Chief Theodor Short is a 30 year veteran of law enforcement. In 1974, he began his career as a member of the United States Army Military Police Corps. After being honorably discharged he joined his hometown police department in Fairfield, Maine in 1977. In 1982, Chief Short became a Maine State Trooper. Upon graduation from the academy he was assigned to Troop A and patrolled the Eliot area for several years. Chief Short was promoted through the ranks and retired from the Maine State Police after serving 22 years at the rank of lieutenant and was serving as the Commanding Officer of Troop A. He became the 5th person to serve as Eliot's Chief of Police in July of 2004. Chief Short holds an Associates Degree (High Honors) in Law Enforcement Technology from Southern Maine Community College, a Bachelors Degree from Husson College (Magna Cum Laude) in Criminal Justice and a Masters in Justice Administration from Norwich University. He is also a graduate of the Northwestern University Center for Public Safety Staff and Command School. Chief Short has received several awards for his service in the law enforcement community, including the New Hampshire Law Enforcement Award for Action Above and Beyond the Call of Duty. Chief Short is a presenter in Community Policing, Police Leadership and Police Ethics.

Officer Michael Grogan graduated from Marshwood High School and holds an Associates Degree in Criminal Justice. He has been employed by the Eliot Police Department for over twenty years. He has received training in OUI and drug detection, and continually leads the Eliot Police Department in OUI arrests. Officer Grogan enjoys working for the Town of Eliot as he has grown up in the area and knows a lot of the citizens.

Detective Kevin Curran joined the Eliot Police Department in 2004 with almost 25 years of law enforcement experience. His career began as a police officer in Cumberland, Maine. In 1982, Detective Curran joined the Maine State Police and served there until his retirement last year. His most recent assignment was Troop Detective for Troop G (Maine Turnpike Authority).

Officer Brown was hired in August of 2006 and graduated from the Maine Criminal Justice Academy in December of 2006. Rob served 10 years in the United States Marine Corps before joining the department. Officer Brown holds a Bachelors degree in Criminal Justice from Husson College.

Officer Moya joined the Eliot Police Department in March of 2007. He has recently helped implement a Mountain Bike Patrol Unit and received formal training as a Police Cyclist. Before joining this department, Officer Moya served honorably in the Air Force Reserve. He enlisted just prior to September 11, 2001 as Security Forces member and was mobilized during Operation Enduring Freedom/ Noble Eagle. He also took part in the humanitarian effort in Louisiana during Hurricane Katrina where he was awarded the Commendation Medal. Officer Moya served as a volunteer Park Ranger in Western Massachusetts and attained the rank of Corporal/ Field Training Officer and was Vice President of his class while attending the Massachusetts Criminal Justice Reserve Intermittent Academy training. He has a degree in Criminal Justice.

Officer Adam Martin joined the Eliot Police Department in September 2008. His career in law enforcement began as a member of the Old Orchard Beach Police Department in May 2002 as a reserve officer. Officer Martin was hired by the Auburn Police Department in December 2004 and graduated from the Maine Criminal Justice Academy in May 2005. Officer Martin holds both an Associate's and Bachelor's degree in Criminal Justice from Hesser College. Officer Martin volunteers at Hesser College, speaking to students interested in a career in law enforcement. The city of Auburn, Maine presented Officer Martin with the coveted "Optimist of the Year" award. Officer Martin enjoys sports and spending time with friends and family.

Officer Brian Delaney joined the Eliot Police Department in November 2008. He graduated from Somersworth High School in 1989 and has lived in the area for most of his life. In 2006, Officer Delaney left corporate America to pursue a career in law enforcement. He graduated from McIntosh College with an Associates Degree (Summa Cum Laude) in Criminal Justice in 2007. Officer Delaney then continued on to achieve a Bachelors Degree (Summa Cum Laude) in Criminal Justice from Granite State College and graduated in 2008.

Reserve Officer Candice Noble joined the department in October 2007. She also works fulltime at the department as the Administrative Assistant. Officer Noble has been working as a fulltime officer since 2004. She graduated from the 9th Basic Law Enforcement Training Program in 2005 and was voted class Secretary for the program. She holds an Associate degree in Business Management and is currently finishing up her Bachelor's degree in Business Administration. Officer Noble has been trained in law enforcement as a Child Safety Seat Technician, Sexual Assault Forensic Scientist Examiner, Domestic Violence Specialist and Victim Assistance Specialist.

Law enforcement chaplains do some or all of the following:
- Counsel law enforcement officers
- Counsel other members of a department
- Counsel the families of law enforcement officers and other department personnel
- Visit sick or injured officers and departmental personnel in homes and hospitals
- Make death notifications
- Provide assistance to victims
- Assist at suicide incidents
- Serve as liaison with other clergy in the community
- Furnish expert responses to religious questions
- Offer prayers at special occasions such as recruit graduations and awards ceremonies
